Your Total Unit Capacity indicates the maximum amount of units your Empire can command. Units in the Command Center, wounded units in the Hospital and units in armies outside of your city all count towards this total.
You can upgrade or build more Barracks or Hospitals to increase your Total Unit Capacity.
